This is a wireless serial infrared transceiver module. Built-in MCU, code program, it is easy to implement NEC infrared remote control. You can decode the infrared signal from the NEC-encoded remote control, and then you can send this signal to remotely control your appliance. It is very popular for copying and DIY for some TV or fan remotes.
